Transforming Financial Operations at Scale

As the lead of ASA FM&C’s G-Invoicing (GINV) Contract Support Team, Taylor has been instrumental in the Army’s transition to a standardized, Treasury-mandated process for intragovernmental buy/sell transactions. This effort represents one of the most significant enhancements to the General Fund Enterprise Business System (GFEBS) in recent years.

Through her leadership and technical expertise, more than 88,000 transactions—representing over $100 billion in value—have been successfully transitioned to G-Invoicing. This transformation has significantly reduced manual reconciliation efforts, improved efficiency, and strengthened financial accuracy across the enterprise.

Delivering Measurable Resource Savings

Taylor’s work has generated substantial cost and time savings by reducing reliance on labor-intensive reconciliation processes and minimizing unmatched transactions. These efficiencies have streamlined operations and allowed financial teams to focus on higher-value activities.

In addition to monetary savings, the implementation has greatly enhanced audit readiness by producing standardized, traceable financial data. The result is improved reporting accuracy and a reduction in long-standing audit challenges associated with intragovernmental transactions.

Leading Through Complexity

The Army’s G-Invoicing implementation required navigating one of the most complex financial processes within the organization—reimbursables—spanning procurement, agreement management, billing, collections, and reporting.

Taylor demonstrated exceptional leadership in managing this complexity. She led system design, policy development, training, and enterprise-wide implementation efforts—often under compressed timelines—while ensuring users across the Army were equipped for success.

Her ability to translate complex technical and financial concepts into clear, actionable guidance enabled adoption across thousands of users and ensured continuity of operations throughout the transition.

Enterprise-Wide Impact

Today, G-Invoicing supports more than 10,000 Army users and has fundamentally improved how intragovernmental transactions are executed and managed.

Key outcomes include:
